Andrew Rogers
Andrew works at the intersection of law, policy, and technology. A prolific communicator with the ability to explain complex topics to diverse audiences, Andrew has a proven track record of using advocacy and consensus building to enact some of the most impactful legislation and policy in practice today.
Spanning two decades on Capitol Hill, in the Administration, and working across multiple sectors, Andrew has written legislation, designed federal policy, and awarded historic grants made possible by the programs he created. He was a principal architect of the Infrastructure Investment and Jobs Act (IIJA) – also known as the Bipartisan Infrastructure Law – and was directly responsible for designing and implementing signature programs that invest in transportation safety, electrification, and modernization.
Andrew is a nationally recognized leader in transportation infrastructure law and policy, with a particular focus on electric vehicle (EV) charging infrastructure, known for his work creating the largest federal investment in EV charging infrastructure in our nation’s history – the $7.5 billion National Electric Vehicle Infrastructure (NEVI) and Charging and Fueling Infrastructure (CFI) programs. Andrew led the Department of Transportation’s efforts to establish the Joint Office of Energy and Transportation and authored the federal regulations governing EV charging infrastructure that have become the industry standard.
A key member of DOT’s leadership team under U.S. Transportation Secretary Pete Buttigieg, Andrew was appointed by President Biden to serve as second-in-command at the 3,000-employee Federal Highway Administration (FHWA). As Deputy Administrator, he provided executive leadership, established agency policy, crafted regulatory guidance, and led grant-making decisions for the $350 billion Federal-aid Highway program. Before being named Deputy Administrator, Andrew was Chief Counsel for FHWA, where he oversaw and coordinated legal services for grant and program administration, federal legislation, regulatory affairs, environmental compliance, and all related litigation.
Andrew previously served as Chief Counsel to the United States Senate Committee on Environment and Public Works – the chief legal advisor for Senators and staff on all matters related to transportation and environmental policy. Andrew was also the Director of Legislative Affairs for the American Association for Justice, where he managed federal advocacy before Congress, federal agencies, and the Executive Branch.
Andrew is a seasoned litigator and began his legal career in Detroit, Michigan. He holds degrees in Economics and Business and Political Science from Kalamazoo College and earned his Juris Doctor from Wayne State University Law School. Andrew speaks German, enjoys surfing, biking, and golf, and is an avid (and long-suffering) Detroit professional sports fan. Andrew currently resides in Washington, DC with his wife, two daughters, and their rescue dog, Cass.
